How the City of Pattensen fully automates its daycare and school planning with Polyteia.
Pattensen had to invest many months of work in Excel spreadsheets every year to plan its daycare and school requirements. About.
The City of Pattensen has just under 15,000 inhabitants and is located in the federal state of Lower Saxony and is part of the Hanover region. As a municipal administrative unit, it performs tasks such as the operation and expansion of daycare centers, urban planning, citizen services and the promotion of the local economy.
Challenge.
According to § 80 NSchG and § 24 SGB VIII, towns and municipalities in Lower Saxony are obliged to draw up annual daycare and school requirement plans in order to ensure sufficient education and care capacities. At the City of Pattensen, the Education, Care and Sport Department in the Social Affairs Division is responsible for this. The employees used data from legacy systems such as VOIS MESO (residents registry) and NOLIS (daycare planning), while the schools maintained their own data. These media breaks made the workflow considerably more difficult, as data had to be exported manually from different sources, retrieved by email and then merged manually in Excel – a time-consuming and error-prone process.
Solution.
The City of Pattensen commissioned Polyteia to provide its software suite and additional professional services in order to connect the HSH VOIS MESO and NOLIS legacy systems, set up standardized data collection via Forms for the schools and implement data models for forecasting daycare and school places as a solution. With the Polyteia modules data records, evaluations and reports, the Education and Care department can access current data on daycare occupancy at any time for the targeted coverage of demand and development of care quotas. Support school development planning on the basis of annually updated school enrollment data for better capacity management and planning of enrollment cohorts. The city administration can reuse the stored area templates annually and feed them with updated data. The Department of Social Affairs is able to anticipate population trends through the residents registry data and introduce the relevant key figures into the political process in good time in order to create daycare and school places for its population.
