How Solingen uses Polyteia to close staffing gaps before they become a problem.
The City of Solingen optimizes its personnel management with Polyteia. With the support of data-based analyses based on SAP HCM, the HR department detects the need for skilled labour at an early stage, reduces staff shortages and improves strategic planning.
About.
Solingen is a city in North Rhine-Westphalia with around 166,000 inhabitants. The city administration employs over 3,200 people, who work in more than 30 city departments. Their duties include citizen services, safety and order, social affairs, youth development, schools, planning and construction.
Challenge.
The City of Solingen's HR department is responsible for a wide range of personnel-related tasks – from payroll accounting and recruiting to strategic personnel planning. The management level of the HR department is faced with the challenge of managing personnel deployment efficiently. Staff shortages are often recognized too late. This places an enormous burden on the remaining employees, who have to do more with less capacity. The problem lies in data management. Employees regularly had to export personnel data manually from the existing SAP system. They also had to resort to Excel and Word for evaluations. This took a lot of time and was prone to errors.
Solution.
The personnel department of the city of Solingen, led by Kai Wissmann, introduced Polyteia to make personnel management data-based. The department uses Polyteia to create and automate daily evaluations and reports from the data in the HR system (SAP HCM) via an interface. The more than 100 users can view the current employee development or absence rates at the touch of a button and set up and visualize forecasts, e.g. for retirements. This saves an enormous amount of time. The department recognizes staff shortages at an early stage and can react accordingly. In addition, all department heads have access to their own personnel data so that they can use the evaluations and reports modules to flexibly create their own analyses, for example to respond to requests from politicians. Because the IT capacities of the HR department are heavily utilized by day-to-day business, the city of Solingen decided to use additional professional services from Polyteia to set up and configure a solution for the HR department. Polyteia's implementation took care of data integration as well as the setup and configuration of the platform. This also included setting up and maintaining the interface to SAP HCM and coordinating with the municipal IT service provider. In addition, Polyteia collected and implemented the requirements for rights and role concepts and supported the client configuration in the Polyteia platform.
